Bill to Modernize the Operations of Demonstration State Forests Passes Legislature

SACRAMENTO, CA - AB 2494 has passed out of the Legislature and is on its way to the Governor's desk for signature. The measure will modernize the operations of the demonstration state forest system to include public benefits such as biodiversity conservation, climate resiliency and adaptation, as well as wildfire resilience. In California, there are 14 demonstration forests managed by the Department of Forestry and Fire Protection, including two within Assembly District 2. The management principles for the demonstration state forest system have not been modified in decades and current regulations do not reflect the state's climate resiliency goals.

"It's important to see the forest through the trees when it comes to the management of our public lands which is why AB 2494 gets demonstration state forests back on track to meet climate goals and mitigate fire risks," said Assemblymember Rogers. "This bill aligns with Governor Newsom's 30x30 conservation framework and prioritizes the environment, recreation, and scientific research as the main focuses for these incredible and precious demonstration state forests."

AB 2494 moves the state away from relying solely on timber harvesting to manage the demonstration state forest system. Under AB 2494, the sale of timber and other forest products will still be allowed, but under the new management principles proposed in this legislation. This bill will also allow funds from the Timber Regulation and Forest Restoration Fund to be used to maintain demonstration state forests.

"The Governor has an opportunity to show the rest of the nation that while the federal administration refuses to defend our precious landscapes, California will keep moving forward in protecting our forests and advancing tribal co-management of sacred places." said Melodie Meyer of EPIC, the organization sponsoring AB 2494.

The updated management principles in this bill align with Governor Newsom's Executive Order N-82-20 and help meet California's 30x30 initiative by building resilience to climate change and wildfires within demonstration state forests. The updates under this bill are critical to support rural economies in transitioning away from dwindling extractive economies and instead enhancing ecotourism opportunities in these communities.
