Further to the recent AI Forensics report[1] entitled 'Harassment as Infrastructure: How Telegram's design enables technology-facilitated gender-based violence in Italy and Spain':

  • 1.Is the Commission aware of the report and its conclusions on the systemic nature of such abuse on Telegram?
  • 2.How does the Commission assess Telegram's design, practices and compliance under the Digital Services Act (DSA) and the risks they may pose?
  • 3.Does the Commission agree with the recommendations of this report and will it take measures to address these risks, including enforcement actions and the possible designation of Telegram as a very large online platform under the DSA?

  • [1] The AI Forensics report identifies a large-scale, structured and monetised ecosystem of technology-facilitated gender-based violence on Telegram. The report documents tens of thousands of users engaged in organised networks distributing non-consensual intimate images, including images of minors, alongside practices such as doxxing, harassment and AI-generated sexual content. It highlights insufficient moderation and finds that Telegram's design features and premium services enable the automation, monetisation and cross-border spread of such content.
