At its December 16 meeting, the Santa Barbara City Council reviewed a comprehensive presentation and staff report outlining the proposed policy direction and work plan for the development of a Rent Stabilization Ordinance and Program. The initiative, led by the City Administrator's Office, aims to address housing affordability and tenant protections through a structured ordinance development process.
City staff presented a detailed roadmap for the Rent Stabilization Program, including key policy questions and a phased work plan extending through January 2027. The presentation covered potential program design elements such as unit eligibility, allowable rent increase formulas, exemption criteria, enforcement mechanisms, and an appeals process. Staff also raised the possibility of a rent increase moratorium during the ordinance development period.
Council provided preliminary feedback on the draft work plan and foundational policy questions to guide further research and ordinance development. Discussion emphasized the importance of designing a program that balances effectiveness with careful consideration of administrative impacts.
Following deliberation, the Council passed a motion (4-3 vote) to return in January 2026 to consider a temporary Rent Increase Moratorium Ordinance and amendments to the Residential Just Cause Ordinance to address Ellis Act no-fault evictions. The motion included exploring legal options to provide effective rent relief at the earliest possible date. These ordinances will return to Council for consideration on January 13, 2026.
