First Day of the Working Visit of Belarusian Foreign Minister M.Ryzhenkov to Algeria

On 22-23 October, 2025 the Minister of Foreign Affairs of the Republic of Belarus Maxim Ryzhenkov is paying a working visit to the People's Democratic Republic of Algeria.

The Belarusian delegation includes senior officials from the Ministries of Industry, Health, Agriculture and Food, as well as representatives of the Belarusian Chamber of Commerce and Industry.

On the first day of the visit, Minister M.Ryzhenkov was received by the President of the People's Democratic Republic of Algeria, Abdelmadjid Tebboune.

President Tebboune reaffirmed the high level of political dialogue between Belarus and Algeria, founded on shared views regarding key international issues, mutual support, friendship, and a common determination to translate these principles into mutually beneficial economic projects.

M.Ryzhenkov conveyed to the Algerian President the original of a personal message from the President of the Republic of Belarus, Aleksandr Lukashenko, outlining Belarus' vision for the development of bilateral cooperation with a focus on economic ties, in the context of the 30th anniversary of diplomatic relations between the two countries.

The parties outlined further steps to expand mutual trade, including the development of industrial and agricultural partnerships and Belarus's participation in Algeria's national programs in food security, transport infrastructure, and public transport renewal.

They also noted the importance of expanding the legal and contractual framework for cooperation to cover industry, agriculture, justice, education, and transport.

Forthcoming high-level contacts were discussed.

A key element of the visit was the talks between Belarusian Foreign Minister M.Ryzhenkov and Algerian Minister of State, Minister of Foreign Affairs and National Community Abroad Ahmed Attaf.

Both sides reaffirmed their determination to strengthen Belarusian-Algerian cooperation in all areas and explored ways to deepen trade and economic ties - particularly in industrial cooperation, agriculture, the supply of machinery and food products, pharmaceuticals, and information and communication technologies.

Special attention was paid to the establishment of joint assembly facilities, infrastructure development, direct business-to-business contacts, and the organization of business meetings.

The parties agreed to prepare a comprehensive "Roadmap 2026-2027" for bilateral cooperation, setting out joint activities in the identified sectors.

They also agreed to arrange an additional visit to Algeria in November, 2025 by representatives of relevant Belarusian agencies and businesses, led by the Ambassador of Belarus, to discuss specific bilateral economic projects.

The sides reaffirmed the importance of the Intergovernmental Commission on Trade and Economic Cooperation - whose inaugural session took place successfully in April 2025 - as a key mechanism for advancing Belarusian-Algerian trade and economic collaboration.

Work will continue to broaden the legal framework of cooperation, including preparations for signing a set of bilateral agreements during the upcoming high-level visit.

The two foreign ministers also reaffirmed their mutual support within international organizations and their shared commitment to resisting attempts to impose double standards, particularly in the field of human rights.

Humanitarian and educational cooperation was also discussed, including a draft agreement on education and the implementation of programmes for children's and cultural exchanges. Minister Ryzhenkov confirmed Belarus's readiness to host a group of Algerian children for recreation at the "Zubrenok" camp as part of a humanitarian initiative under the patronage of the President of Belarus.

Both sides reaffirmed their intention to expand their diplomatic presence.

The Minister of Foreign Affairs of Belarus congratulated his Algerian counterpart on the 30th anniversary of the establishment of diplomatic relations between the two countries.

During a meeting with the Algerian Minister of Pharmaceutical Production, Wassim Kouidri, the parties discussed ways to expand cooperation in healthcare and pharmaceuticals, including accelerating the registration procedures for Belarusian medicines.

The high potential for the organization of joint production of pharmaceutical products was noted. The willingness of Belarusian companies to transfer technologies and participate in the localization of products in Algeria with the prospect of entering African markets was emphasized.

The Algerian side expressed interest in cooperation in the sector of procurement and production of medicines in the field of cancer treatment, as well as the acquisition of Belarusian substances.

An agreement has been reached to establish direct contacts between authorized state pharmaceutical enterprises that ensure the purchase, production and sale of pharmaceuticals.

It was noted that the development of cooperation in the pharmaceutical sector is of strategic importance and will contribute to strengthening the industrial and humanitarian dimension of the Belarusian-Algerian relations.

The parties agreed on further cooperation in order to ensure mutual access of medicines to the markets of African countries and the EAEU.

As a follow-up to the meetings with the President and Minister of Foreign Affairs of Algeria, an in-depth and substantive conversation took place.Ryzhenkova with Algerian Minister of Industry Yahya Bashir, as well as a group of Algerian industry leaders. The parties discussed issues of industrial cooperation, standardization and certification. It was agreed upon that a number of expert negotiations will be held in the near future.

The Algerian side expressed interest in Belarusian tractors with increased power (200-300 hp), the creation of a joint production facility for the production of agricultural machinery and equipment, as well as a joint project for the production of cargo and passenger vehicles "MAZ". In this context, the Belarusian side proposed moving away from simple purchase and sale to industrial cooperation and the production of joint industrial products with the prospect of further exports to African countries.
