IHA Daily Briefing: January 30

Show Your Support During 340B Action Day on Feb. 1
Protecting and strengthening the 340B Drug Pricing Program remains one of IHA's most urgent legislative priorities. HB 2371 -which passed the Senate unanimously-now awaits final action in the House. Whether this legislation advances will depend, in large part, on the level of visible, on-the-ground engagement lawmakers see from hospitals and the communities they serve.

340B Action Day on Sunday, Feb. 1, in Chicago is a critical opportunity to do exactly that. This event, led by community advocates in partnership with local Federally Qualified Health Centers and hospitals, will elevate the real-world impact of the 340B program at a decisive moment in the legislative process. Healthcare providers and community leaders will share firsthand stories demonstrating how 340B expands access to care, sustains critical services, and supports Illinois' most vulnerable populations. Click here to view the informational event invitation.

The hospital community continues to face an intense and well-funded effort by pharmaceutical manufacturers to weaken the 340B program and stall progress in Springfield. This opposition is organized, aggressive, and persistent. It is essential that policymakers hear just as clearly-and just as forcefully-from the hospitals, providers, patients, and communities that rely on 340B every day.

We strongly urge hospitals to actively engage and mobilize staff, patients, community partners, and local legislators-and to encourage their participation on Feb. 1. A strong, diverse turnout is essential to sending an unmistakable message: Illinois hospitals and communities stand united behind HB 2371 and action is needed now.

CMS Finalizes Medicaid Tax Non-Uniformity Rule
The Centers for Medicare & Medicaid Services (CMS) issued a final rule addressing non-uniform or non-broad-based healthcare related Medicaid taxes. Essentially implementing provisions of the One Big Beautiful Bill Act (OBBBA), the rule prohibits states from levying higher tax rates on Medicaid-related businesses compared with the rate levied on non-Medicaid businesses, zeroing in on Medicaid managed care organizations and healthcare providers. The rule also incorporates the transition periods of up to three years established in OBBBA and referenced in the Dear Colleague letter issued by CMS on Nov. 14, 2025.

IHA is reviewing the rule and will communicate additional details to members in the coming weeks. CMS published a fact sheet, available here.

New Video Offers Guidance on 'Cyber Typhoon' Threat to Health Sector
Chinese-backed cyber operatives, often referred to as cyber typhoons, represent one of the most serious emerging risks in the healthcare and public health sector.

The U.S. Dept. of Health and Human Services' 405(d) Cyber Program has published a new educational Typhoon video to inform the healthcare sector about the cyberthreat. The video breaks down the danger these threat actors pose to organizations of all sizes and provides clear, foundational guidance for leaders, IT teams, and other professionals. By outlining how these state-sponsored actors operate and the vulnerabilities they commonly target, the video serves as an accessible starting point for preserving patient safety, continuity of care, and critical infrastructure protection.
