UN: The Global Digital Compact and AI governance

On 24 October, Anna Oosterlinck, ARTICLE 19's Senior Advisor on Global Advocacy, participated in a global consultation on the implementation of the UN's Global Digital Compact (GDC), a comprehensive global framework for digital cooperation and governance of artificial intelligence. She addressed the AI governance section of the compact, the only representative from the human rights civil society community to do so.

ARTICLE 19 has been engaging extensively on the GDC since 2023, first as part of its development and now its implementation. Focusing on the AI Panel and Dialogue, Oosterlinck put forward five foundational principles, highlighting:

AI governance must be based on a multistakeholder model, ensuring diverse perspectives, including the Global Majority;
Human rights must be protected throughout the full lifecycle of all AI technologies;
The work of the Panel must take a holistic and global approach;
The role of the private sector;
The processes must coordinate with existing UN structures.
