April 8, 2026 Reno City Council Meeting Highlights

In our ongoing commitment to keep residents and media informed we've summarized the outcomes of a few key agenda items from Wednesday's Regular Meeting of the Reno City Council. Staff Reports with more information are linked below.

B.11 - Contract Awarded for 2026 CDBG Pedestrian Ramp Improvement Project
Council approved a contract to KP Construction Inc. for the 2026 CDBG Pedestrian Ramp Improvement Project in an amount not to exceed $186,809. This project is funded by the Community Development Block Grant (CDBG) funds. Many pedestrian crossings in Reno do not meet current American with Disabilities Act (ADA) accessibility requirements. This project will install seven ADA-compliant pedestrian ramps at various locations throughout the City to improve accessibility and pedestrian safety. The improvement locations include Stead Boulevard and Mt. Anderson Street, West Seventh Street and Wyoming Avenue, Robin Street near Sonora Drive, Ralston Street at West Sixth Street, and Skyline Boulevard at Cashill Boulevard. Construction of these ramps are expected to be completed by spring 2026.

B.12 & B.13 - Contracts Awarded for Eagle Ridge and South Dakota Lift Stations Improvement Project
Council approved a $1,023,169 construction contract with Gerhardt and Berry and a construction management services agreement with Lumos and Associates for an amount not to exceed $308,550 for the Eagle Ridge and South Dakota Lift Stations Improvement Project. Both contracts are funded by the City's Sewer Fund. Improvements to the Eagle Ridge lift station include removal of the above-ground valve vault and associated electrical equipment, replacing pump guide rails and piping within the wet well, installing a new wet well lid and completing various site upgrades. Improvements to the South Dakota lift station include replacing corroded bypass pumping connections, installing vault drainage to address groundwater infiltration, and adding above-ground electrical disconnects. The improvements will bring both lift stations up to current industry standards and improve safety and maintenance efficiency for city staff.

C.1 - Update on Lear Community Meeting and Survey Results
Council heard a presentation and gave direction on the next steps for the Lear property located at 501 Riverside Drive following recent community outreach. Council directed staff to issue a Request for Proposal (RFP) process and incorporate all input noted in today's meeting. A community meeting was held on January 10, 2026 with 125 people in attendance on-site and 55 virtual participants. The community meeting offered an overview of the property's history, current condition, and findings from the Historic Structure Report. In addition to the community meeting, staff launched a survey to collect input on the Lear. The survey garnered 441 responses. Both attendees of the community meeting and those who took part in the survey expressed interest in both conceptual reuse options, along with the desire for continued involvement. The Historical Resources Commission reviewed all feedback and recommended prioritizing stabilization and security, conducting a feasibility study and supporting fundraising efforts. Additional recommendations included forming an advisory group and continuing community engagement.

C.3 - Update on Sewer User Rate Recommendations
Council heard a presentation and approved a sewer user fee increase of $3 a month annually for three years to the single-family home rate and a similar percentage increase to other sewer user fees. Staff will also return to Council with an ordinance introduction to implement the new fees beginning July 1, 2026. This new fee increase replaces the previously proposed eight percent increase for two consecutive years or $4 per month per year for three consecutive years. This change reflects a more equitable assignment of costs based on the "benefit of water out" principle of the Advanced Purified Water Project (APWF), where new development benefits more directly from the increased effluent management capacity. As a result of these revisions, the Sewer Fund is projected to remain solvent through 2035 while maintaining reserve requirements and supporting priority infrastructure needs at the Truckee Meadows Water Reclamation Facility (TMWRF) and sewer collection system. This adjustment will also change the cost allocation for APWF, where costs are now shared based on a 30 percent contribution from user fees and a 70 percent contribution from connection fees, rather than the previous 50/50 split.

D.1 - Collective Bargaining Agreement with the Reno Firefighters Local 731 International Association of Firefighters
Council reviewed and approved a tentative three-year labor agreement between the City and the Reno Firefighters Local 731 International Association of Firefighters (IAFF Local 731). The agreement covers July 1, 2025 through June 30, 2028 and was approved by the IAFF Local 731 members. The agreement includes annual cost-of-living raises of three percent in 2025 and 2026, and two percent in 2027. The agreement updates work scheduling rules to align federal work periods with the City's pay periods starting in January 2027, along with minor administrative clarifications. The total estimated cost of the agreement is about $11.8 million over three years, with increasing annual impacts each year.
