Mattei Plan: CDP Provides €50 Million to Support Africa's Agri-Food Supply Chain

The financing, provided as part of a syndicated loan alongside other international financial institutions under the Mattei Plan, will support ETC Group (ETG) in strengthening the agricultural supply chain across the continent.

The transaction, financed through the Africa Plafond promoted by the Italian Government, confirms CDP's role in supporting Africa's sustainable and inclusive development.

Supporting the development of the agri-food supply chain across Africa while fostering social inclusion and economic growth in the priority countries of the Mattei Plan. These are the objectives of the €50 million financing provided by Cassa Depositi e Prestiti (CDP) under the Mattei Plan, as part of a syndicated loan with other international financial institutions, in favour of ETC Group, the holding company of Export Trading Group (ETG), one of the world's leading operators in the trading and processing of agricultural commodities.

The transaction falls within the framework of the Africa Plafond, the instrument promoted by the Italian government under the Mattei Plan, which enables CDP to commit up to €500 million in financing to companies with an established presence in Africa, backed by an 80% State guarantee.

The financing will support ETG's operations across Africa, from purchasing crops from local smallholder farmers to processing and distributing them to markets. Specifically, the funds will contribute to the maintenance and modernisation of the Group's infrastructure network in Africa, which includes more than 475 warehouses and 120 processing facilities. The initiative will benefit the entire agri-food supply chain in Sub-Saharan Africa, where agriculture is the primary source of employment and accounts for up to one quarter of economic output.

ETG has established itself as a global operator with a presence in more than 45 countries across six continents. The Group has developed a diversified portfolio of expertise spanning multiple sectors, including agriculture, chemicals, logistics, food, energy, metallurgy, technology and supply chain optimisation.

In line with the objectives of the Mattei Plan and CDP's 2025-2027 Strategic Plan, the transaction further strengthens the Institution's commitment to international development cooperation in Africa. Thanks to ETG's longstanding commercial relationships with leading Italian agri-food companies, particularly in the coffee sector, CDP's intervention will help reinforce economic ties between Africa and Italy while supporting the development of sustainable, resilient and high-value-added supply chains, generating significant benefits for Italy's economic system as well.

"Africa is a strategic priority for CDP. Through the Mattei Plan, we are committed to promoting investments that generate tangible economic and social benefits across the continent. Supporting the strengthening of agri-food supply chains means contributing to food security, employment growth and the development of local businesses. This transaction reaffirms CDP's role as a key financial partner in international development cooperation and in building ever-stronger economic ties between Africa and Italy," said Carlo Rossotto, CDP's Director of Development Cooperation and International Institutional Relations.
