CONGRESSMAN MOYLAN CO-INTRODUCES BIPARTISAN BILL TO IMPROVE YOUTH SUICIDE PREVENTION IN SCHOOLS

(Washington D.C.)- Congressman Moylan joined a bipartisan group of lawmakers in introducing the Raising Awareness for Youth Suicide (RAYS) Prevention Act, legislation aimed at making mental health crisis resources easier for middle and high school students to access.

The bill would require schools to include information for the 988 Suicide and Crisis Lifeline, the Crisis Text Line, and an available state or local suicide prevention hotline on student ID cards or, when physical IDs are not issued, on school websites.

"Young people on Guam and across the country are facing real mental health challenges,"said Congressman Moylan. "In a moment of crisis, knowing exactly where to turn can save a life. This bill makes sure students have that information in front of them when they need it most."

Suicide is one of the leading causes of death among young people nationwide. Mental health advocates stress that visibility and ease of access to crisis resources can help reduce stigma and encourage students to seek help early.

The RAYS Actis cost-neutral and gives schools flexibility in how the information is provided, reducing administrative burden while prioritizing student safety.

"This is a simple, commonsense step,"Moylan added. "If it helps even one student reach out for support, it will have made a meaningful difference."

The legislation is supported by a broad coalition of national mental health, education, and youth advocacy organizations.
