Delozier Votes ‘Yes’ on Sustainable Budget Compromise

November 12, 2025

HARRISBURG - State Rep. Sheryl M. Delozier (R-Cumberland) released the following statement after final passage of the 2025-26 state budget:

"From the very beginning of this budget cycle, House Republicans have been advocating for three main priorities: ensuring all students have access to a quality education, providing for benefit integrity, and boosting our energy economy. This budget, at $50.1 billion, accomplishes all three, while also funding key areas of importance to the 88th District.

"Of major importance to the 88th District, this budget restores state education funding in places like Cumberland Valley and Mechanicsburg school districts thanks to reforms I have helped to champion as your state representative. Our local community will see direct benefits of this budget compromise.

"Additionally, the benefit integrity measures outlined in this budget will ensure taxpayer-funded benefits go to those who truly need them. Some of those safeguards will require the Department of Human Services (DHS) to cross reference death certificates, income and employment records, lottery records, and more with other state agencies to guarantee eligibility. By taking these necessary steps, we can ensure your tax dollars are being allocated honestly and helping those who need them most in our communities.

"As part of this budget deal, Pennsylvania will also be withdrawn from the Regional Greenhouse Gas Initiative (RGGI). This is important for two reasons. First, it ends an unnecessary $1 billion tax that inflated consumer energy bills. Second, it reasserts the authority of the General Assembly by putting the power back in the hands of the people. Former Gov. Tom Wolf entered Pennsylvania into this energy compact without prior legislative approval. We've suffered the economic consequences of that decision for too long. It's time to unleash Pennsylvania's full energy potential and grow our energy markets.

"While these budget wins represent important goals, I'm also happy to report funding increases for rape crisis and domestic violence services; libraries; schools; and Pennsylvania Higher Education Assistance Agency (PHEAA) grants to help students pay for education post-graduation. These are issues I have worked on throughout my time in the Legislature.

"While the overall spending of $50.1 billion is higher than I hoped it would be, there are significant policy wins in this budget that will move the Commonwealth forward. I was proud to be among the advocates for these policies and am thankful this budget impasse has finally ended. There are millions of Pennsylvanians who will benefit from this compromise."
