Community Consultation Opens on MSE Pipeline Planning Changes

Georges River Council is inviting the community to have their say on the MSE Pipeline Hazard Analysis Planning Proposal.

In early 2025, the Moomba to Sydney Ethane (MSE) pipeline, which runs through our local area, changed from carrying ethane to natural gas. This reduces overall risk, but planning controls still need updating. This Planning Proposal will help reflect the change and keep future development safe.

Based on a new Hazard Analysis Report, the Planning Proposal will update the Georges River Local Environmental Plan (LEP) 2021.

Council is proposing a 200-metre planning buffer along the MSE Pipeline to update planning controls for sensitive land uses.

If a sensitive development, such as a childcare centre, school, hospital or nursing home, is proposed within the buffer area, it will require consultation with the NSW Planning Secretary before these Development Applications (DAs) can be approved.

This planning proposal will help ensure:

  • Future development appropriately considers safety risks.

  • Relevant NSW Government agencies are consulted where required.

  • Planning controls reflect the pipeline's current operating conditions.

Georges River Council Mayor Elise Borg said, "As the conditions around the MSE Pipeline change, it's vital for our planning controls to adapt."

"Safety remains a central consideration in planning decisions. These proposed updates will help make sure that future development near the pipeline is assessed appropriately."

Council is seeking feedback from community members to review the proposal online. Community members can also drop off hard copy feedback. They can do this at the Georges River Council Civic Centre or Libraries.

The public exhibition period is open until Wednesday 26 August 2026.
