Inspection Officer Order issued to Enbridge

Inspection Officer Order DWL-001-2026 issued to Enbridge

On March 19, 2026, the CER issued an Inspection Officer Order (DWL-001-2026) to Enbridge regarding unsafe equipment.

In February, CER Inspection Officers attended an Enbridge emergency exercise, which was held to train staff on winter crude oil spill response measures. CER Inspection Officers observed that Enbridge employees were using an older ice cutting sled model that would tip forward, exposing the blade to the user. Ice cutting tools are used during winter spill response to reach and recover crude oil trapped under ice.

CER Inspection Officers asked Enbridge to take the equipment out of service and review its safety. Enbridge modified the sled and cleared it for use, but after reassessing it, Inspection Officers found it was still not safe enough.

As a result, CER Inspection Officers issued an Inspection Officer Order requiring Enbridge to stop using the older ice cutting sled models and confirm they have been removed from its inventory.

Enbridge cannot use these specific models again unless approved by the CER.

We will continue to follow up with Enbridge to ensure it complies with the Inspection Officer Order.
