Alyeska Pipeline Service Company
Amendment of ADL 206955, TAPS Access Road 26-APL-2
Subject to AS 38.05.850, the Department of Natural Resources, Division of Oil and Gas, State Pipeline Coordinator's Section (SPCS) has received an application for the following:
APPLICANT: Alyeska Pipeline Service Company (APSC)
PROJECT NAME: Amendment of ADL 206955, Trans-Alaska Pipeline System (TAPS) Access Road and Bridge 26-APL-2, to add two new revetments along the Gulkana River.
GEOGRAPHIC LOCATION: Gulkana River Estates Subdivision, 31 highway miles north of Glennallen and 17 miles north of Gulkana. Located near 0.5 miles south of the Bureau of Land Management Sourdough Creek Campground and Mile 147.4 of the Richardson Highway, along and near Draper Boulevard.
LEGAL DESCRIPTION: Sections 35 and 36, below the Ordinary High Water (OHW) line of the Gulkana River, Township 9 North, Range 2 West, Copper River Meridian. One revetment is in Sections 35 and 36 and is 375 feet long by 40 feet wide; and the other revetment is in Section 36 and is 425 feet long by 40 feet wide; comprising about 0.7 acres total.
REQUESTED ACTIVITY: APSC is requesting to amend the existing public access easement for the purpose of installing revetments to protect the integrity of the Gulkana River access road bridge from being damaged and isolated by river erosion. The uplands to the project area are privately owned, therefore, SPCS is only considering amending ADL 206955 to add additional state lands below the OHW to encompass two new revetments. The project work is expected to begin in October 2025, weather dependent.
REQUESTED TERM: October 2025 to indefinitely.

The purpose of this notice is to gather input before a decision is made on this activity. To ensure consideration, written comments must be received at [email protected], or at the address above, on or before 5:00 p.m. on the date noted above.
After review and adjudication, we may issue an authorization with stipulations for the activity. The activity may be modified during the review and adjudication process.
