Central Neighborhood Response Team Arrests Prolific Retail Theft Suspect

The Portland Police Bureau's Central Neighborhood Response Team has arrested a prolific retail theft suspect believed to be responsible for a widespread pattern of organized retail theft affecting businesses throughout Portland.

On July 14, 2026, Portland Police Bureau's Central Neighborhood Response Team (Central NRT), working in partnership with the Multnomah County District Attorney's Office Retail Theft Task Force, arrested a prolific retail theft suspect.

Through a collaborative investigation, officers arrested Taja'mar Hepburn, 29, who is believed to be responsible for more than 88 separate retail theft incidents since 2024. The investigation identified thefts impacting at least eight different retailers, with an estimated total loss exceeding $115,000.

Hepburn was lodged at the Multnomah County Detention Center on the following charges:

  • Aggravated Theft I
  • Theft I (13 counts)
  • Theft II (26 counts)
  • Theft III
  • Escape III

This arrest is the result of the continued partnership between Central's Neighborhood Response Team and the Multnomah County District Attorney's Office Retail Theft Task Force. By combining investigative resources and working closely with local retailers, these agencies continue to identify, investigate, and hold prolific retail theft offenders accountable.

The Portland Police Bureau remains committed to working alongside our community partners to reduce organized retail theft, improve public safety, and support the continued revitalization of downtown Portland.
