European aid and Ukrainian corruption

Since the start of the Russian invasion, the US and the EU have provided enormous financial and military support to Ukraine: the US alone has provided approximately EUR 66.9 billion in military aid, while 'Team Europe' has provided over EUR 130 billion in total.

At the same time, a series of confirmed cases of corruption in the Ukrainian government highlight serious deficiencies in the rule of law, particularly in areas directly related to defence and procurement. These include the resignation of Herman Halushchenko, the removal of Svitlana Hrynchuk and the accusations against Defence Minister Rustem Umerov of abuse of power in procurement contracts. These incidents demonstrate a lack of institutional oversight, an unclear chain of responsibility and the limited effectiveness of existing control mechanisms.

Given these facts, full transparency is essential with regard to the ultimate use of European aid.

In view of the above:

  • 1.Can the Commission estimate what proportion of European funding did not ultimately go to Ukraine's defence but was absorbed by opaque Government mechanisms?
  • 2.What specific measures does the Commission plan to put in place to ensure that not a single euro of European taxpayers' money supports corruption in the Ukrainian Government?
  • 3.Does the Commission intend to impose stricter, binding controls on EU-funded defence and non-defence procurement?
