President,

The EU welcomes this discussion in the Peacebuilding Commission on post-transition peace efforts in Chad. It is an example of how member states can engage with the UN system through the PBC as a key go-to place for support, accompaniment and advice on building peace. A place where all actors - member states, regional organizations, IFIs, civil society - can come together. We appreciate the briefings, including from Chadian authorities, the World Bank and civil society representatives.

Together with the African Union, the EU has supported a transparent, pluralistic, inclusive and peaceful political transition in Chad, aimed at developing a new social contract as the basis for a renewed democracy that respects human rights. The EU calls for the continuation of a peaceful and constructive dialogue among Chadians, involving all parts the country's society. The EU will support any efforts made in this direction by national and international actors.

Chad's stability is important for both Chadians and the region. Chad remains a key partner for stability in Africa and the fight against terrorism. The situation in the region and the challenges we face remind us of the importance of our partnership for regional security. I want to commend Chad for its role in hosting refugees.

The EU has a long track-record of working with Chad. The last multiannual development programme 2021-24 for Chad amounts to EUR 280 million for the following three priority areas: (i) governance, democratisation, peace and security; (ii) inclusive human development (education, food and nutrition security); and (iii) green transition. The envelope for 2025-2027 amounts to EUR 144 million for the same priority areas.

The EU is also an important humanitarian partner of Chad, in particular now with the crisis in Sudan. In 2024 we committed more than EUR 85 million in humanitarian aid and we committed another EUR 77,5 million for 2025.

Finally, the EU is an important contributor to the international financial institutions and the UN Peacebuilding Fund, that are implementing valuable programmes that ultimately strengthen national reconciliation, promote social cohesion and address drivers of conflict.

We take note of the National Strategy for Social Cohesion and in particular of the recently presented Tchad Connexion 2030, the new National Development policy. "Promoting a more cohesive and inclusive society that values every citizen and fosters collective well-being", the objective of the strategy, requires funds, technical capacity and political effort. The EU is ready to work with Chad in all three dimensions.

As a concrete step in this regard, we look forward to holding, on October 6, our 1st EU - Chad partnership dialogue under the Samoa agreement. This will be the occasion to exchange in further detail on our political and development cooperation with a view to supporting post-transition peace efforts in Chad. You can count on the EU's support.

Thank you.
