Tuluksak Power Plant Upgrade Project

This Department of Energy, Denali Commission, and State of Alaska funded contract is for the complete renovation of an existing power plant including building renovation; installation of new owner furnished generators; renovation of existing switchgear; replacement and renovation of various mechanical and electrical systems; and other improvements in the community of Tuluksak, Alaska as described herein and shown in the Drawings. The Contractor shall furnish all labor, materials, supervision, equipment, tools, transportation, quality control, and supplies required to complete the work.

A non-mandatory pre-bid meeting is scheduled for April 23, 2026, 2:00 PM. The pre-bid meeting will be conducted telephonically. Potential bidders may attend telephonically by calling 1-469-810-0642 and entering the conference I.D. 217 052 991#. If calling in, please be respectful of other callers and call from a phone that can be muted so as to cancel out background noise and the possibility of feedback. more information. This is not a mandatory meeting, and there will not be a scheduled site visit prior to the bid opening.

The funding for this project is exempt from the Build America, Buy America Act and therefore this solicitation is NOT subject to Buy America Preferences for Infrastructure Projects, 2 CFR 184. The project funding is a combination of DOE 40101d Grid Resilience funding, as well as state, local and Denali Commission non-federal match. The DOE Grid Resilience funds are exempt from BABA preference requirements pursuant to DOE's 8/18/23 DOE Tribal General Applicability waiver which waives all BABA preference requirements. All nonfederal match is also subject to the DOE Tribal General Applicability waiver.
