(CMP001619) to modify and operate the Jubilee 16 SWSW PAD (F027066) with the addition of a line heater, with two smokeless tri-tip flares to control volatile organic compound and hazardous air pollutant emissions associated with the oil tanks and active produced water tanks, located in the SW1/4SW1/4 of Section 16, T13N, R65W, approximately nine (9) miles east-southeast of Cheyenne, in Laramie County, Wyoming.
