This week, U.S. Rep. Troy Downing (R-Mont.) was appointed to the House Committee on Natural Resources. Chairman Bruce Westerman (R-Ark.) issued the following statement in response:

Background
U.S. Rep. Troy Downing is currently serving his first term as the U.S. Representative for Montana's Second Congressional District. He is a staunch advocate for responsible land management and unleashing American energy dominance.
Even prior to being named to the Natural Resources Committee, Rep. Downing was an active participant in the Committee's activities. Representative Downing has led important House Committee on Natural Resources legislation, including H.J. Res. 104, to overturn the Biden administration's Miles City Field Office Resource Management Plan that restricted coal development in the Powder River Basin. The resolution was signed into law by President Trump on December 11, 2025.
In the 119th Congress, he has introduced eight bills under Committee jurisdiction, including H.R. 725, the Crow Revenue Act. He has also co-sponsored important natural resources legislation, including H.R. 1897, the ESA Amendments Act of 2025, H.R. 845, the Pet and Livestock Protection Act, and H.R. 556, the Protecting Access for Hunters and Anglers Act.
