Colleagues,

I would like to welcome all participants of this meeting and to echo the words of appreciation to our colleague, Prime Minister of the Republic of Kazakhstan Olzhas Bektenov and all our Kazakhstani friends for the excellent organisation of this meeting.

Of course, I would like to wish success to Kazakhstan, which holds the chairmanship of the Eurasian Economic Union this year.

We share and support the priorities of Kazakhstan's chairmanship as defined by President of Kazakhstan Kassym-Jomart Tokayev. We are ready to actively contribute to the achievements of its goals.

During the December 2025 meeting of the Supreme Eurasian Economic Council in St Petersburg, President of Russia Vladimir Putin emphasised that "participation in the EAEU has yielded significant dividends, including accelerated growth of industrial output and the economy in general while also expanding possibilities for contacts between our peoples."

We have created an effective supranational regulation system that helps remove both technical and administrative barriers and ensures information openness and transparent conditions for business, which is important for the free movement of goods, services, capital and workforce.

Despite the complicated external situation and increasingly turbulent global markets, the EAEU's GDP increased by 1.7 percent last year. We continue to do better than the European Union. Our economic drivers are the industry, construction, retail trade and agriculture.

We are expanding our foreign economic ties. The Russian Export Centre provides comprehensive assistance to the Russian companies that are interested in promoting cooperation with the five member states. The support provided by the Centre has allowed us to increase the supply of high-tech products, which is promoting a new quality of trade in the EAEU market.

We are cooperating in the most promising spheres. Today, we will approve the updated Regulation on the Formation and Functioning of Eurasian Technological Platforms. Its implementation will ensure closer interaction between our research and public organisations and business circles involved in the creation of innovative products.

We are increasing support for industrial cooperation projects. We use the EAEU budget to subsidise interest rates on loans taken out to implement joint industrial projects in the five member states. Around 9 billion roubles are currently available for this purpose, which I consider insufficient. We have amended the budget regulations to make low-interest support available for agribusiness projects. Their implementation will help strengthen our countries' food security and achieve technological sovereignty in this sphere, which has a direct influence on the interests of our people.

The customs regulation risk management system, which we are implementing, has proved to be effective. It is important to expand the sphere of its application for streamlining the functioning of our customs agencies and reducing pressure on law-abiding businesses. Legal businesses will stand to gain from this, while consumers will have no doubts about the quality and safety of their products.

Special attention should be given to the development of a common integration information system. As you know, the pace of this project differs from country to country. We should accelerate it and start the next phase so that our citizens and businesses have access to government and commercial services in a convenient format throughout the Union. This will meet the interests of all participants and, more important, this is what our people and businesses need.

The Union's key priorities include the development of cooperation on the external contour.

Last year was a good one in this context. We signed free trade agreements with Indonesia, Mongolia and the United Arab Emirates. I am confident that interest in cooperation with the EAEU will grow. It is important to continue to develop mutually beneficial and equal partnerships with friendly states that are focused on constructive cooperation.

Late last year, our presidents approved a roadmap for the implementation of the Eurasian Economic Path declaration. Our governments are responsible for its practical implementation. I am confident that this will create more opportunities for strengthening our national economies and improving the quality of life for all citizens of the Union states.
