Phoenix, Ariz. - The Arizona Corporation Commission voted on 30 matters, including safety, securities, telecommunications, electric and railroad items. Highlights from the meeting include:

ACC - Utilities Division Federal Communications Commission ("FCC") Wireline Competition Bureau ("WC") Docket Nos. 26-49, 20-67, 13-97, 07-243 - The Commission voted 5-0 in favor of working with the FCC to combat illegal robocalls and phone scams. The Commission's Utilities Division will author and provide comments to be sent to the Federal Communications Commission in response to an FCC Notice of Proposed Rulemaking seeking input on how best to modify its numbering rules and policies so as to more effectively combat illegal robocalls. Illegal robocalling is an ongoing and intrusive issue for Arizona residents, and the filing of comments will give Arizona the opportunity to hold entities who are poor stewards of Arizona geographical numbers responsible and subject to potential enforcement.
"Today's vote reflects our commitment to combatting illegal robocalls," stated Chairman Myers. "By working alongside our colleagues at NARUC and engaging in the FCC's rulemaking process, we can work towards protecting Arizona consumers from the growing threat of illegal robocalls and holding bad actors accountable."
Vulcan Solar Project, LLC (L-21381A-26-0001-00258)- The Commission approved a Certificate of Environmental Compatibility authorizing the Vulcan Interconnection Project, located about 15 miles west of the city of Buckeye. The project includes a new 500 kV generation-tie transmission line that will connect an 800 MW solar power generation facility and an 800 MW battery energy storage system known collectively as the Vulcan Energy Center. The new transmission lines will connect to the Salt River Project Hassayampa Switchyard.
UNS Electric, Inc. (E-04204A-26-0031) and (E-04204A-20-0198) - The Commission in an unanimous vote approved a reduction in UNS Electric's ("UNSE") Purchased Power and Fuel Adjustment Clause surcharge ("PPFAC") from May 1, 2026, through December 3l, 2026 that will result in an approximate monthly bill credit of $18.50 for a residential customer with an average consumption of 884 kWh/per month. In addition, the Commission approved UNSE's updated Renewable Energy Standard and Tariff surcharge ("REST"). UNSE was seeking a recovery of monies spent on rooftop solar buyback. Vice Chair Walden offered an amendment which was adopted that will reduce the bill impact by almost half and increases transparency of their management of the program.
Combined, a residential customer with an average consumption of 884 kWh/per month may see an overall monthly bill decrease of approximately $15.50. This bill reduction comes after the elimination of a previous surcharge in December 2025 that lowered customers' bills by approximately $20 per month. In total, a typical residential UNSE customer may experience about a $35 per month reduction in their bill this summer compared to last summer.
"As we are approaching the summer heat, I am glad the Commission was able to provide some rate relief for customers in Kingman, Lake Havasu, Nogales and other smaller communities in Mohave and Santa Cruz counties," stated Chairman Myers.
City of Casa Grande (RR-21275A-25-0066) The Commission voted unanimously to approve the construction of a new at-grade industry rail crossing on Ethington Road a Illinois Road in Casa Grande. The new crossing is needed to serve the west industrial area of Casa Grande that is currently being developed by multiple users, including Kohler and Green Bay Packaging facilities. Ethington Road will be closed during construction which is expected to be completed within 12-15 months.
