Odioso, Lett Introduce Bill to Expand Inclusive Housing Options for People with Developmental Disabilities

State Representatives Mike Odioso (R-Green Twp) and Crystal Lett (D-Columbus) introduced legislation to modernize the state's Community Capital Assistance (CCA) program and expand affordable housing opportunities for individuals with developmental disabilities. The bill will amend the section of the Ohio Administrative Code 5123-1-03: Community Capital Assistance Funds - Acquisition of Housing to align with state-supported housing with modern best practices of inclusion, affordability, and community integration.

The legislation provides the Ohio Department of Developmental Disabilities (DODD) and county boards more tools to create inclusive housing that fits individual needs. Key updates include:

  • Funding flexibility: CCA funds can now support mixed-income developments, with up to 25% of units reserved for individuals with developmental disabilities.
  • Blended funding: Counties can combine CCA with programs such as Low-Income Housing Tax Credits (LIHTC) to expand impact without raising state costs.
  • Choice and independence: Individuals with developmental disabilities have more options to support their needs, reinforcing person-centered planning.
  • New housing models: Outdated restrictions are removed, enabling options like Accessory Dwelling Units (ADUs) and other innovative community-integrated housing models.

"This law marks a major milestone in Ohio's commitment to ensuring that every individual with a developmental disability can live in the community of their choice," said Rep. Odioso.

"In a time where the housing crisis impacts everyone, the developmental disability community is especially vulnerable. This bill expands housing choices and gives individuals a real say in where they live," said Rep. Lett.

The legislation was developed with input from housing organizations, county boards, and advocates. It addresses Ohio's shortage of accessible, community-based housing options and strengthens local capacity to meet growing demand. The changes also help communities expand housing supply, promote inclusion, and streamline funding.

Advocates and organizations statewide-including Inclusive Housing Resources, Northcoast Community Homes, Creative Housing, and Inclusive Neighborhoods Housing Corporation-praised the legislation for balancing accountability with innovation.
