BANK ACTIVITY

Special Meeting

On March 10, 2026, pursuant to Section 36a-70(i) of the Connecticut General Statutes, a special meeting of the Banking Commissioner will be held for the purpose of considering the application of the organizers of Moneycorp Bank US, Stamford, Connecticut, for an extension of their Temporary Certificate of Authority to organize an innovation bank. The hearing will take place on March 10, 2026 at 2:00 p.m. at the Department of Banking, 280 Trumbull St, 16th Floor, Hartford, Connecticut, via videoconference and via teleconference at (860) 840-2075, conference ID: 256 353 769 054 05#.

CONSUMER CREDIT ACTIVITY

Omnipoint Management Solutions LLC

On February 10, 2026, the Commissioner issued an Order to Cease and Desist and Order Imposing Civil Penalty, ("Order"), in the matter of Omnipoint Management Solutions LLC (NMLS # 1801926), ("Respondent"), West Seneca, New York.

The basis of the Order was that: (1) Respondent acted within this state as a consumer collection agency without a consumer collection agency license, in violation of Section 36a-801(a) of the Connecticut General Statutes in effect at such time; (2) Respondent communicated with persons other than the debtor or other authorized party, without prior consent of the debtor, in connection with the collection of a debt, in violation of Section 36a-809-9(d)(2) of the Regulations of Connecticut State Agencies ("Regulations"); (3) Respondent engaged in conduct the natural consequence of which is to harass, oppress or abuse any person in connection with the collection of a debt, in violation of Section 36a 809-10 of the Regulations; and (4) Respondent acted in a manner that failed to comply with 12 CFR Sections 1006.14(a) and 1006.14(h)(1) of the Fair Debt Collection Practices Act, by engaging in conduct the natural consequence of which is to harass, oppress, or abuse a person in connection with the collection of a debt, including communicating with hospital staff through the hospital's emergency medical phone line after the hospital staff explained that it was an emergency medical phone line and requested that Respondent not call such line, in violation of Section 36a-812 of the Connecticut General Statutes.

Respondent failed to request a hearing within the prescribed time period and the allegations were deemed admitted. As a result, the Commissioner ordered Respondent to cease and desist from violating Section 36a-801(a) of the Connecticut General Statutes, as amended by Public Act 25-115, Section 36a-812 of the Connecticut General Statutes, and Sections 36a-809-9(d)(2) and 36a-809-10 of the Regulations, and imposed a civil penalty of $100,000 upon Respondent.

Zions Debt Holdings, LLC, Christopher Thayne Carter and Brian Scott Fuller

On February 10, 2026, the Commissioner issued an Order to Cease and Desist and Order Imposing Civil Penalty ("Order"), in the matter of Zions Debt Holdings, LLC (NMLS # 1906874) ("Zions"), Orem, Utah, and its control persons Christopher Thayne Carter (NMLS # 1888989) ("Carter"), and Brian Scott Fuller (NMLS # 1887837) ("Fuller"), (collectively "Respondents").

The basis of the Order was that: (1) Zions acted within this state as a consumer collection agency without a consumer collection agency license, in violation of Section 36a-801(a) of the Connecticut General Statutes and the Consent Order dated December 31, 2024 entered into between the Commissioner and Zions ("2024 Consent Order"); (2) Zions contacted a Connecticut consumer via electronic mail in a harassing or abusive manner in connection with the collection of a debt in violation of Section 36a-809-10 of the Regulations of Connecticut State Agencies ("Regulations"); (3) Zions used false, deceptive or misleading representations in connection with the collection of a debt, including using a false representation or deceptive means to collect or attempt to collect a debt by holding itself out to Connecticut consumers as a consumer collection agency while unlicensed in Connecticut, in violation of subdivision (10) of Section 36a-809-11 of the Regulations and the 2024 Consent Order; and (4) Respondents failed to establish, enforce and maintain policies and procedures for supervising employees, agents and office operations that are reasonably designed to achieve compliance with applicable consumer collection laws and regulations, in violation of Section 36a-805(a)(16) of the Connecticut General Statutes.

Respondents failed to request a hearing within the prescribed time period and the allegations were deemed admitted. As a result, the Commissioner ordered that Zions cease and desist from violating Section 36a-801(a) of the Connecticut General Statutes, as amended by Public Act 25-115, Section 36a-805(a)(15) of the Connecticut General Statutes, as amended by Public Act 25-168, Section 36a 809-10 of the Regulations, subdivision (10) of Section 36a-809-11 of the Regulations and the 2024 Consent Order, and that Carter and Fuller, as Zions's control persons, cease and desist from violating Section 36a-805(a)(15) of the Connecticut General Statutes, as amended by Public Act 25 168, and imposed civil penalties in the amount of $100,000 upon Zions, $20,000 upon Carter and $20,000 upon Fuller. In addition, the Order to Make Restitution issued against Zions on September 25, 2025, remains in effect and became permanent against Zions on October 16, 2025.
