WASHINGTON - Congressman Morgan Luttrell (R-TX) issued the following statement after the U.S. House of Representatives passed H.R. 8800, the National Defense Authorization Act for Fiscal Year 2027:

"America's service members and their families deserve nothing less than our full commitment to their readiness, safety, and quality of life. This bill delivers on that promise," said Luttrell. "The FY27 NDAA invests in these heroes, advances ibogaine and psychedelic-assisted treatment research to battle severe mental health issues, and accelerates next-generation hypersonic weapon development to keep our nation ahead of our adversaries. I'm proud of what we secured for our warriors in this year's bill and look forward to its swift passage in the Senate."

The NDAA is annual legislation that authorizes the policies and funding levels for the Department of War (DoW) and other national security entities.

Luttrell secured over 21 provisions in the bill, including:

• Language prohibiting the deactivation of the Expeditionary Combat Aviation Brigades (ECABs) and requiring the Army to restore the units' full capabilities and personnel.
• $7.5 million in funding and an Implementation of a Cognitive Performance Enhancement Program to optimize brain health and cognitive readiness of our Special Operations Forces.
• Pilot program for at least 100 soldiers at Ft. Hood and another Army installation to receive an in-person physical and blood panel to ensure our service members are getting the right care they deserve.
• $30 million for the Expansion of the Cable Security Fleet to ensure we have the resources to repair our subsea cable infrastructure.
• Reauthorization and modernization of the Cybersecurity Information Sharing Act of 2015 to continue voluntary cyber threat information between the government and private sector.
• $10 million and an authorization for the Secretary of War to establish an off-grid power system pilot program to increase resiliency in energy denied environments.
• $10 million for several advancements in hypersonic weapons technology to develop next-generation capabilities and out innovate our adversaries.
• $10 million for the U.S. Naval Sea Cadets.
• Establishing a senior official at the DoW to oversee policy and programs related to the transition of members from active duty to civilian life or the reserve component, establishing a point person to connect the various pieces of transitioning from the Armed Forces.
