NOTICE OF PUBLIC HEARING FOR PROPOSED WATER AND SEWER/WASTEWATER RATE ADJUSTMENTS

CITY OF RIALTO / RIALTO UTILITY AUTHORITY NOTICE OF PUBLIC HEARING FOR PROPOSED WATER AND SEWER/WASTEWATER RATE ADJUSTMENTS Notice is hereby given that the City Council, as governing body of the City of Rialto ("City") and the Rialto Utility Authority ("RUA") will hold a public hearing on Tuesday, January 13, 2026, at 6:30 p.m. (or as soon thereafter as heard) in the City Council Chambers, 150 South Palm Avenue, Rialto, CA 92376, to consider proposed adjustments and increases to water and sewer/wastewater service charges. The hearing is being conducted in accordance with California Proposition 218 (Article XIIID, Section 6). The purpose is to hear and consider all objections and written protests regarding the proposed rate changes. This public hearing will address only water and/or sewer/wastewater services provided by Rialto Water Services, as authorized by the City of Rialto/Rialto Utility Authority, and will not apply to customers of West Valley Water District or Fontana Water Company. A report by Water Resources Economics (October 2025) describing the rate methodology and calculations is available for public review at Rialto City Hall and online at www.rialtoca.gov/806/Water-Sewer-Rates, consistent with AB 2257. The proposed adjustments ensure that rates reflect the cost of providing service, address operational expenses and system improvements, and that total revenue will not exceed the amount required to provide water and wastewater services. In compliance with Assembly Bill 2257 (Government Code Section 53959.1), all supporting materials are publicly available at City Hall and on the City's website through the conclusion of the public hearing. Additionally, affected property owners will receive a mailed notice with instructions for submitting a substantive written objection. Alternative formats, translation, and disability accommodations are available upon request by contacting the City Clerk's Office at (909) 820-2519 or [email protected] at least 72 hours prior to the hearing. In addition to a right to submit a written objection, property owners also have an opportunity to submit a written protests which must be received (not postmarked) by the City Clerk prior to the close of the hearing. Each protest must include the property's Assessor's Parcel Number or service address, be signed, and clearly identify opposition to either the proposed water rates or the proposed sewer/wastewater rates. Only one protest per parcel will be counted for each proposed set of rates (one for water and one for sewer/wastewater). Protests submitted by email or other electronic means will not be accepted. If written protests are received from owners of parcels comprising a majority of affected parcels receiving water service or sewer/wastewater service, the proposed rate adjustments will not be approved by the City or the RUA.
