PASSED: Appropriations Package & Short-term Funding Deal to Reopen the Government

WASHINGTON - U.S. Senator Jerry Moran (R-Kan.) - a senior member of the Senate Appropriations Committee - tonight voted to pass an appropriations package that included federal investments for Kansas military capabilities at Fort Riley and Fort Leavenworth and other Kansas priorities. This package includes a short-term continuing resolution that will reopen and fund the entire federal government until January 30, 2026. This legislation now heads to the U.S. House of Representatives to be passed.

"After weeks of stalemate in the U.S. Senate, we voted tonight to advance three annual appropriations bills and a short-term funding bill - a major step towards reopening the government," said Sen. Moran. "I helped secure federal resources to make significant investments in Kansas to modernize infrastructure across our state and bolster defense capabilities at Fort Riley and Fort Leavenworth. This legislation also included annual federal funding for the U.S. Department of Veterans Affairs and U.S. Department of Agriculture, allowing the continued operation of critical programs like SNAP and WIC. The impacts of the government shutdown won't be immediately resolved, but I will continue working to make certain our aviation system and those who keep it running are supplied with the resources they need. Congress must work diligently to pass the remaining appropriations bills before the end of January to prevent another useless and unnecessary shutdown."

New Investments Secured for Fort Riley:

  • $26 million for Fort Riley to construct a new Air Traffic Control Tower.
  • $5.5 million for Fort Riley's Intermodal Railyard Access Control Facility to modernize the security infrastructure surrounding the Fort Riley intermodal railyard.
  • $2.6 million for Fort Riley's Intermodal Railyard Staging Area to improve the staging area at the Fort Riley intermodal railyard, allowing the 1st Infantry Division to position equipment for more efficient loading and unloading onto the rail line; this improvement supports the 1st Infantry Division's rapid deployment requirements.

New Investments Secured for Fort Leavenworth:

  • $8 million for Fort Leavenworth to add a new fire station to support faster response time to fires on the post.
  • $900,000 for Fort Leavenworth to update the current facility which is inadequate and has been used for several years beyond its expected lifespan.


Additional New Investments Secured for Kansas:

  • $4.2 million for Rattlesnake Creek Watershed to provide long-term, sustainable agricultural water management within the Rattlesnake Creek subbasin.
  • $1.8 million to support the new nursing program at Barclay College.
