Philippines: Sugar Semi-annual

FAS Manila decreases its MY 2026/27 raw sugar production forecast due to the impact of the red-striped soft scale insect infestation, ongoing El NiƱo, and high input costs. These challenges more than offset the potential expansion in sugarcane area. Consumption is expected to increase amid growing demand from food and beverage manufacturers. FAS Manila forecasts zero sugar exports for MY 2026/27, as the Philippines has yet to issue its sugar export policy for MY 2026/27. Post forecasts an increase in refined sugar imports, following the issuance of pertinent policies in early 2026. Raw sugar ending stocks are expected to decline, reflecting the forecast lower production.
