Lewisville 2035 Vision Plan

The Lewisville 2035 Vision Plan, a community-driven initiative to shape the city's future over the next 10 years, has been unanimously adopted by Lewisville City Council.

The plan, which was developed from more than 10,000 community touchpoint events, sets a clear shared vision for the kind of community Lewisville wants to be in 2035, and sets dozens of actions that can be taken to make that vision a reality.

"The Lewisville 2025 Plan fundamentally changed Lewisville's trajectory. The Lewisville 2035 Plan gives us that same opportunity to look beyond what's immediately in front of us and make thoughtful decisions about the kind of community we want to leave for the next generation," said City Manager Claire Powell. "Our residents helped chart that course, and now it's our responsibility to deliver on it."

The plan is organized into a succinct 38 pages to make it more readable and approachable for everyday residents. It is supported by the Technical Chapters and the Appendix, which provide further detail and background.

The priorities of the plan are categorized into the following five Big Moves:

  • Economic Engines: Fostering small businesses, preparing the workforce, and revitalizing aging commercial corridors such as the SH-121 Business corridor.
  • Natural Networks: Protecting and connecting parks, Lewisville Lake, and green spaces into a seamless, citywide system.
  • Lifelong Livability: Ensuring diverse housing options, improving safety, and providing daily resources so residents can age in place and thrive at any life stage.
  • Integrated Infrastructure: Maintaining aging infrastructure, enhancing multimodal transportation, and preparing utility systems for future resilience.
  • Distinctive Destinations: Creating memorable gathering spaces and welcoming "third places," including investments in Old Town and The Vista mall.

In the development of the plan, there were five community values that continued to arise and should be considered in all five Big Moves. Those values are:

  • Sustainability: Taking care of natural and community resources so Lewisville can adapt and thrive.
  • Future-Ready: Planning ahead and using technology to prepare for change, including investing in our youth.
  • Safety: Making sure people feel safe and comfortable.
  • Connections: Helping people easily get to places, services and each other.
  • Communication: Clearly sharing information and keeping people involved.

Community Engagement

While Lewisville 2035 is a high-level strategic document, implementation items represent well-vetted actions. A steering committee, made up of 120 residents, was actively engaged. The committee debated, challenged, and elevated ideas. Its tireless efforts formed a consensus plan that built on the successes of Lewisville 2025.

When the Lewisville 2035 process began, City Manager Powell challenged City staff and the steering committee to double the number of individual community touchpoints that were held in the development of the Lewisville 2025 Plan. So, a goal of 8,000 touchpoints was set.

"We made a deliberate effort to reach people who don't normally attend public meetings, to meet residents where they are, and to hear from a much broader cross-section of our community," said Powell. "That matters because a community vision should never reflect just the loudest voices in the room. It should reflect the hopes, priorities, and perspectives of the people who call Lewisville home. I'm incredibly proud of our team for making that happen."

Through innovative ways and extensive outreach, that goal was surpassed, with a total of 10,866 touchpoints.

Key engagement highlights include:

  • Extensive Outreach: The City gathered input through various channels including 7,072 online engagement touchpoints, 695 door-knocking campaign touchpoints, 592 community tabling event touchpoints, and 673 touchpoints from Community Vision Workshops.
  • Inclusive Spanish-Language Engagement: Through the "Somos Lewisville!" and "Conectando Lewisville" initiatives, the City engaged the Latine and Hispanic communities via bilingual events, social media, and local business outreach resulting in 302 touchpoints.
  • Youth Involvement: The City actively gathered feedback from younger generations through school events, the Youth Action Council, and high school land-use exercises, which produced 462 touchpoints.
  • Innovative Feedback Mechanisms: Feedback was captured through "Meetings-in-a-Box" (MIAB) sessions, interactive digital plan worksheets, and focused City staff outreach events, providing 1,070 touchpoints.

In addition to an active committee, professional consultants from Freese and Nichols, Inc,, Rayo Planning, Strategic Community Solutions LLC, and City staff from all departments played a significant role in making resources available and explaining current and proposed projects and initiatives.

The City Council, Planning and Zoning Commission, and City staff will use the Lewisville 2035 Plan to make important land use, budgeting, and development decisions during the next decade.
