The proposed project would result in the demolition of all existing buildings and construction of three new speculative industrial warehouse buildings. Building 1 would be located on the southeast corner of Montague Expressway and Zanker Road, Building 2 would be located centrally on the project site to the right of Building 1, and Building 3 would be located on the western corner of East Plumeria Drive and Montague Expressway intersection. The proposed project would construct a total of approximately 359,501 square feet of warehouse area and approximately 78,000 square feet of office space, for a total of approximately 437,501 square feet. The proposed project buildings would cover approximately 39 percent of the total project site. Additionally, the proposed project would connect to the existing water, wastewater, and stormwater drainage facilities within Junction Avenue.
The approximately 23.75-acre project site consists of five parcels located at 3050 Zanker Road, 2840-2880 Junction Avenue, and 411 East Plumeria Drive in the City of San José. The project site is bounded by Junction Avenue to the south, Zanker Road to the west and southwest, Montague Expressway to the north and east, and East Plumeria Drive to the southeast.

Scoping Period: February 2, 2026 to March 5, 2026
The public is welcome to review and comment on the Notice of Preparation. Public comments must be submitted to the Environmental Project Manager no later than 5:00 p.m. on March 5, 2026.
