USDA Names Trump Administration Appointees to the Arkansas Farm Service Agency State Committee

Little Rock, Ark. - April 16, 2026 - The USDA Farm Service Agency (FSA) today announced the appointment of five leaders in agriculture to serve on the Arkansas USDA Farm Service Agency (FSA) state committee.

Members of the FSA state committee are appointed by Secretary of Agriculture Brooke L. Rollins and, in support of the Trump Administration's Farmers First commitment, members of the FSA state committee are responsible for the oversight of farm programs and county committee operations, resolving program delivery appeals from the agriculture community, maintaining cooperative relations with industry stakeholders and keeping producers informed about current FSA programs.

Each FSA state committee is comprised of three to five members including a designated chairperson. The individuals appointed to serve on this committee for Arkansas are:

  • Robin Ralston, Chair (Atkins) - Ralston is a producer and agricultural leader who works on a certified regenerative family farm, where she contributes to land stewardship, sustainable production, and vertically integrated operations. She has extensive experience in regenerative agriculture, long-term land management, and state level agricultural governance.
  • Jay Coker, Member (Stuttgart) - Coker is a fourth-generation rice farmer with more than 30 years of experience in crop production, agronomy, and research-based farming practices. He manages all phases of rice production within a zero-grade system and brings leadership experience through his service on state level rice boards and producer organizations.
  • Chase Groves, Member (Garland City) - Groves is a fourth-generation cattle producer who operates a diversified cow/calf and backgrounding operation across Miller and Lafayette counties in Arkansas. He raises seedstock bulls and commercial bred heifers, produces and sells hay regionally, offers custom hay services, and manages a pecan orchard as part of the farm's annual crop portfolio.
  • Mark Morgan, Member (Clarksville) - Morgan manages a diversified agricultural operation that produces peaches, nectarines, hay, and cattle. He oversees a 28-acre orchard with 32 varieties and a cow/calf program, backed by advanced training in animal science and multiple state-level agricultural honors.
  • Dana Stewart, Member (Judsonia) - Stewart is a sixth-generation rancher who helps manage her family's beef cattle operation, that raises registered cattle and market goats. She brings experience in day-to-day livestock management, agricultural advocacy, and community involvement, and has earned District Farm Family of the Year and Ag Woman of the Year honors.

"These individuals, selected by Secretary Rollins in partnership with key stakeholders in each state, are held in high regard in the agriculture industry and are entrusted to ensure FSA programs are delivered in a manner consistent with federal farm policy and in the best interest of all agricultural producers in their state," said FSA Administrator Bill Beam. "Their appointment to the FSA state committee is a testament to their standing in the industry and their dedication to the agriculture industry, rural America and President Trump's America First, Farmers First policies."
