USDA-NRCS Supports the Arc of the Central Plains Innovative Agricultural Project

Natural Resources Conservation Service (NRCS) played a pivotal role in supporting the Arc of Central Plains (Arc) and its mission to empower individuals with intellectual and developmental disabilities (I/DD). Local NRCS employees attended the Hays Chamber ribbon-cutting ceremony in June to acknowledge the valuable partnership the Agency supported through NRCS Environmental Quality Incentives Program (EQIP), which provided essential technical assistance and financial support that helped Arc initiate an innovative agricultural project. This project provides the ability to cultivate various vegetables, such as tomatoes, jalapenos, herbs, eggplant, and squash, which not only contribute to the local food supply but also fosters an environment of productivity and skill development for individuals with I/DD.


NRCS helped facilitate the construction of three high tunnels, for Harvest Hays, the social enterprise of the Arc operating as a small nonprofit. The high tunnels improve the growing season, mitigate the effects of severe weather, and enhance both plant and soil quality. The smaller of the three high tunnels is designed for individuals with mobility challenges. These structures feature wider walkways and raised beds, enabling residents to be actively involved in the farming process - from planting to harvesting.

Arc and Harvest Hays also collaborate with Unified School District 489 and the Western Central Kansas Special Education Cooperative which allows individuals with I/DD to continue their education until age 21. Students participate in hands-on experiences, learning to construct high tunnels and assist with agricultural maintenance. This practical approach equips them with essential skills for future employment and community involvement. Arc's commitment to growth and innovation is significantly enhanced thanks to technical support and financial assistance through NRCS EQIP.

The high tunnels, along with future projects intended to be pursued through NRCS programs, will enable Arc to expand its crop variety and possibly establish a storefront. This storefront will offer a range of products, including freshly grown vegetables and value-added goods, reflecting Arc's dedication to empowerment and community impact. NRCS involvement is crucial in facilitating these advancements, ensuring that Arc can continue to make a meaningful difference in the lives of individuals with I/DD and the local community's access to fresh, regional, and affordable produce.
