Former Blue Cross Blue Shield Campus to Become New Mixed-Use Community

A long-underutilized office campus on Southfield's west side is set for a new chapter.

The Southfield City Council has approved a $65.1 million redevelopment project that will transform the former Blue Cross Blue Shield campus at 27200 and 27300 West 11 Mile Road into a vibrant mixed-use community featuring 305 new workforce housing apartments, neighborhood retail, and opportunities for future commercial development.

The project, led by DV Properties, LLC, an affiliate of Brady Sullivan, will breathe new life into two former office towers that have remained underutilized for years. Once completed, the redevelopment will provide new housing options for individuals, couples, and families while creating space for businesses that will serve residents and the surrounding community.

"This redevelopment demonstrates Southfield's commitment to transforming aging commercial properties into vibrant destinations that meet today's market needs," said Mayor Kenson J. Siver. "By attracting significant private investment and creating new workforce housing opportunities, we are strengthening our tax base, supporting local businesses, and continuing to position Southfield as a premier place to live, work, and invest. Every new housing project brings us one step closer to achieving our goal of expanding housing opportunities across Southfield."

The development will include workforce housing designed to meet the needs of a wide range of residents. All apartments will be marketed to households earning up to 120% of the Area Median Income (AMI), with at least 10% of the units reserved for households at or below that income level throughout the life of the Brownfield Plan.

In addition to expanding housing options, the redevelopment is expected to strengthen Southfield's tax base, generate additional revenue to support City services, and transform one of the city's most recognizable office properties into a vibrant destination for residents and businesses.
