(HARTFORD, CT) - The Connecticut Insurance Department (CID) today announced the launch of an updated Captive Division website, featuring a new interactive eligibility screening tool designed to guide users through key decision points and help determine whether a captive structure may be appropriate. The updated site also makes it easier for the public and industry stakeholders to access information about Connecticut's captive insurance program.

The redesigned website provides a more intuitive user experience and clearer guidance on regulatory requirements and processes. The eligibility screening tool offers a step-by-step pathway to help users assess whether a proposed captive may meet Department standards before entering the formal application process. These updates reflect CID's commitment to improving transparency and making the regulatory process more accessible.

"Connecticut's captive insurance program continues to grow and evolve, and these website updates reflect our commitment to providing clear, accessible information that supports companies and the public alike," said Commissioner Hershman. "By improving how we present resources and guidance, we are making it easier for stakeholders to understand our regulatory framework and engage with the Department."

"We want both prospective and existing captive insurers to have a clearer understanding of our processes and the resources available to them, and we encourage everyone to explore the updated site."

The website launch coincides with continued activity across Connecticut's captive insurance sector. Earlier today, the Department participated in the Connecticut Captive Insurance Forum, where industry leaders and stakeholders gathered to discuss emerging trends, innovation, and opportunities for growth. The event reflected the state's strong engagement with the captive market and its role as a competitive domicile.

Connecticut has also been named a finalist in the 2026 Captive Review US Awards in both the Captive Domicile of the Year (Less than $5bn Gross Written Premium) and Cell Captive Domicile categories, recognizing the state's regulatory approach and continued development of its captive insurance market.

In recognition of the industry's growth and impact, Governor Ned Lamont has proclaimed April 13, 2026, as Captive Insurance Day in the State of Connecticut.
