Pavement Preventative Maintenance on City Streets

The City of Santa Rosa Transportation and Public Works Department has released the daily schedule map for streets included in the 2025 Pavement Preventative Maintenance (PPM) Slurry Seal Program. This year's program will focus on three major arterial streets in west Santa Rosa, West Steele Lane, West College Avenue, and North Dutton Avenue. Pavement preparation is underway with localized traffic control on West Steele Lane. Slurry seal application is scheduled to begin Tuesday, September 30, followed by pavement striping modifications. The work is expected to be completed by the end of October 2025.

The PPM Program is a cost-effective way to extend the life of City streets and protect past investments in Santa Rosa's critical infrastructure. Preparation work includes sealing cracks, performing localized asphalt repairs, and removing existing pavement markings before applying slurry seal. Once the slurry cures, streets will be restriped with updated lane configurations informed by community feedback through the City's Active Transportation Plan and approved by City Council earlier this year.

This year's project will resurface sections of West Steele Lane, West College Avenue, and North Dutton Avenue, three streets that serve thousands of residents daily.

  • West College Avenue (North Dutton Avenue to Stony Point Road): Will be reconfigured as a "road diet", reducing vehicle lanes to one in each direction with a center turn lane. This change will help lower speeds on a corridor with a history of crashes and make room for six-foot-wide bike lanes with four-to-ten-foot buffers.
  • North Dutton Avenue (Guerneville Road to Jennings Avenue): Will be reduced to one vehicle lane in each direction with a center turn lane, five-foot-wide bike lanes and three-foot buffers.
  • North Dutton Avenue (College Avenue to Jennings Avenue): Will add seven-foot-wide bike lanes with 8-foot buffers, which will include pavement striping and flexible bollards.
  • West Steele Lane (Guerneville Road to Marlow Road): Will reinstall bike lanes throughout the segment. There will be a new all-way stop control at West Steele Lane & Apple Valley Lane/Iroquois Street. Crosswalk flashing beacons will be added to the crosswalks at Apache Street and at Heidi Place.

During construction, through traffic will be maintained as much as possible; however, lanes will be reduced and traffic controls will be in place. Traffic on West Steele Lane may also experience temporary detours. Residents access to driveways and side streets will be maintained throughout the project. Delays should be expected. Drivers, bicyclists, and pedestrians are asked to follow all traffic control signage and be alert to changing conditions in the work zone.

Maintaining and improving Santa Rosa's transportation network is essential to keeping the city a safe, connected, and welcoming place to live, work, and play. Investments like the Pavement Preventative Maintenance Program not only preserve valuable infrastructure, but also enhance mobility options, support economic vitality, and improve the daily experience for everyone who travels Santa Rosa's streets.
