06/25/2026 - 4th Avenue & Plum Street Pedestrian and Bicycle Improvement Project Update

4th Avenue and Plum Street Pedestrian and Bicycle Improvements Project Asphalt Grinding, Paving, and Striping Notice
The City and its contractor will be performing roadway grinding, paving, striping, and related improvements in the 4th Avenue and Plum Street area during the week of July 6, 2026. Residents, businesses, and visitors should expect temporary parking restrictions, lane closures, and roadway closures during construction.

What You Need to Know

Parking Restrictions
Please remove vehicles from affected on-street parking areas by the times listed below to avoid delays and potential towing.

Traffic Impacts
Temporary lane closures and full roadway closures will be in place during construction. Follow posted detour signs and directions from flaggers.

Construction Schedule

Monday, July 6, 2026
Asphalt Grinding/Planing
  • Contractor work begins at 6:00 p.m.
  • Preparation activities may begin as early as 5:00 p.m.
  • Remove on-street parking by 4:00 p.m. on 4th Avenue between Chestnut Street and Plum Street
  • One eastbound lane on 4th Avenue will be closed from east of Cherry Street to Pear Street
Tuesday, July 7, 2026
Roadway Preparation Work
  • Contractor work begins at 4:00 p.m.
  • Remove on-street parking by 4:00 p.m. on 4th Avenue between Chestnut Street and Plum Street
Wednesday, July 8, 2026
Concrete Sidewalk Work
  • Contractor work begins at 2:00 p.m.
  • Remove three (3) on-street parking stalls adjacent to the Samaritan Press Building
Thursday, July 9, 2026
Paving and Striping Operations
  • Contractor work begins at 8:00 p.m.
  • Work is expected to continue overnight and be completed by approximately 5:00 a.m. on Friday, July 10, 2026
  • Remove all affected on-street parking by 4:00 p.m.
Full Road Closures
4th Avenue Closure
  • Closed between Chestnut Street and Pear Street
Plum Street Closure
  • Closed between 5th Avenue and State Avenue
Detours
  • Signed detour routes will be provided for vehicles and bicycles.
  • Flaggers will be present at closure locations to assist with traffic movement.
