WASHINGTON, D.C. (Oct. 22, 2026) - Today, Congresswoman Nancy Mace (R-SC) introduced the Dual Citizen Disclosure Act, legislation requiring an annual public accounting of every federal employee on the taxpayer-funded payroll who holds citizenship in a foreign country.
"Taxpayers fund the paychecks. Taxpayers deserve to know where the loyalties lie," said Congresswoman Mace. "Right now, Americans have no way of knowing how many federal employees are citizens of another country. If someone on the federal payroll holds citizenship in any country other than the United States, the American people have a right to know. This bill ends the guesswork. Sunlight is the best disinfectant, and transparency in our government is not optional."
The bill amends Section 1103 of Title 5, United States Code, which sets out the functions of the Director of the Office of Personnel Management (OPM). Under the legislation, the OPM Director must publish the list on OPM's public website no later than one year after the bill becomes law and every year after.
The list covers each officer or employee of the federal government who is a U.S. citizen or national and is also a citizen or national of, or otherwise owes allegiance to, a country other than the United States. For each individual, the list must identify:
"Federal service is not a part-time commitment to America. You serve this country, and only this country. End of story," Mace added.
