Four NC Hospitals Support Groundbreaking Initiative for Children and Families Served by Child Welfare

DURHAM, N.C. - Cape Fear Valley Health, ECU Health, HCA Healthcare and Novant Health are the first hospital systems to sign agreements to join the statewide network for the Children and Families Specialty Plan (CFSP).

A first-of-its-kind initiative, the CFSP is a single, statewide NC Medicaid Managed Care plan that will wrap Medicaid-enrolled children, youth and young adults currently and formerly served by child welfare with seamless, integrated and coordinated health care. When the North Carolina Department of Health and Human Services launches CFSP on Dec. 1, 2025, Blue Cross and Blue Shield of North Carolina (Blue Cross NC) will manage it under the name Healthy Blue Care Together.

The CFSP is part of North Carolina's commitment to improving the long-term health and well-being of children, youth and young adults experiencing child welfare services and to strengthen and support families. While informed by local needs and coordination, the CFSP will operate statewide, ensuring members can access the health care services they need, including behavioral health, and continue to work with their doctors as placements may move them across the state.

At launch, the CFSP will serve approximately 32,000 children, youth and young adults currently and formerly served by child welfare. Children of these eligible populations will also be enrolled at launch and maintain enrollment while their parents are enrolled.

Phase 2 of the new health plan will include Medicaid-eligible families of CFSP members.
