Deputy Foreign Minister P.Utyupin presents draft laws on the ratification of the EAEU trade agreements with Mongolia and the UAE

On December 3, 2025 the Deputy Minister of Foreign Affairs of the Republic of Belarus, Pavel Utyupin, took part in a session of the House of Representatives of the National Assembly of the Republic of Belarus.

The Deputy Minister presented to Belarusian MPs two draft laws on the ratification of the Interim Trade Agreement between the Eurasian Economic Union (EAEU) and its Member States, on the one hand, and Mongolia, on the other, as well as the Agreement on Economic Partnership between the EAEU and its Member States, on the one hand, and the United Arab Emirates, on the other.

In his statement, the Deputy Minister provided a detailed overview of the expected economic benefits of concluding these trade agreements for Belarus's bilateral trade with Mongolia and the UAE, primarily as a result of the reciprocal reduction of import customs duties.

The co-rapporteurs for the draft laws were Oleg Gaidukevich, the Deputy Chair of the Standing Commission of the House of Representatives on International Affairs, and Mikhail Orda, a member of that Commission.

"The adoption of these draft laws will allow the Republic of Belarus, as a member of the EAEU, to expand opportunities for exporting its goods to Mongolia and the UAE. This is of utmost importance, as the Head of State has set the task of increasing exports and strengthening efforts both in core markets and in more distant regions," emphasised Igor Sergeenko, the Speaker of the House of Representatives.

MPs adopted both draft laws.

Background Information: The trade agreements with Mongolia and the UAE were signed on June 27, 2025, in Minsk following the meeting of the Supreme Eurasian Economic Council. The signing of these agreements represents a significant achievement of Belarus's 2025 chairmanship of the Eurasian Economic Union.
