For all the talk about inertia in Congress, Brian Dao believes if you'd walked a mile in his shoes on Nacha's Hill Day, you'd have come home with a different view.
"What you see on Hill Day is very different from what you see on television, which is why I like it so much. Just walking the halls you can tell there's a lot of energy within those halls, and work is actually getting done," said Dao, Vice President, Growth and Industry Relations, at EPCOR, a Payments Association serving more than 1,700 financial institutions and affiliated organizations.
Participants in the June 9 Hill Day discussed scams, among other topics, with congressional staff, including members of the Stop Scams Caucus, which Nacha's Bill Sullivan, Associate Managing Director, Government and Industry Relations, described as "more of an ad hoc group that is there to learn more about how scams are created, what can be done to prevent them." He noted that scammers don't care what party their victims belong to.
"This isn't a Republican or a Democratic issue. It's their constituents that are getting tricked into sending sometimes their life savings away," said Sullivan, who joined Dao on Nacha's Payments SmartCast podcast.
Dao said fraud is always a top concern for EPCOR members, so being able to talk about it with congressional staff "was very pertinent, very germane to all of the conversations that I'm having with my members, and it means a lot to them."
Dao is a veteran of Nacha Hill Day and said one thing that stood out to him this year was when a staffer responded to one of his concerns by asking if anyone might be against it.
"Instantly you get the feeling that they hear you, but they also know that there's always at least two sides to every story, and they immediately want to know what the initial pushback would be, and other stakeholders involved that might need to have very similar conversations," said Dao.
Regardless of what the hot topic is in any particular year, Sullivan said there's always one very important underlying value to Hill Day.
"I think the key here is for Nacha to come in with our members and just listen to staff, have conversations with staff, and be seen as a trusted broker," said Sullivan. "Somebody that understands electronic payments, somebody that's going to look you in the eye and tell you the truth-and not necessarily what's best for one network or the other."
