Sen. Cramer: FEMA Awards More Than $4.1 Million to North Dakota

BISMARCK, N.D. - The Federal Emergency Management Agency (FEMA) has awarded more than $4.1 million for infrastructure improvements, flood mitigation, and storm repairs across North Dakota. The funding includes $1,984,518 to Minnkota Power Cooperative for repairs related to severe storms, tornadoes, and straight-line winds that struck North Dakota on June 20-21 and Aug. 7-8, 2025. This funding provides $1,854,703 for permanent repairs to the electrical grid in Morton County and $129,815 for the repair or replacement of utility poles and related components.

FEMA's grants follow requests in July and September 2025 from U.S. Senator Kevin Cramer (R-ND) and members of North Dakota's congressional delegation asking President Donald Trump to approve major disaster declarations submitted by Governor Kelly Armstrong. The declarations were approved, allowing FEMA to distribute federal assistance for storm-related damage across the state.

FEMA also awarded:

• $1,922,999 to the City of Fessenden for Phase 2 of its Wastewater Lagoon System Retrofit/Upgrade project. The project will retrofit the existing sanitary sewer lagoon system to reduce the impacts of severe weather.
• $224,596 for project scoping for the Beulah Flood Study.
