Priorities in 2027 MPFS and OPPS Proposed Rules

In July, the Trump Administration proposed major changes to how Medicare pays for hospital care and physician services in the annual Outpatient Prospective Payment System (OPPS) and Medicare Physician Fee Schedule (MPFS) CY 2027 proposed rules.

This webinar covers select proposals that, if finalized, would take important steps to rein in key payment distortions, including site of service payment differences that drive hospital consolidation and unaffordable hospital care, and improve the accuracy of physician payments to ensure they reflect the true costs of delivering patient care and correct the longstanding undervaluing of primary care.

CMS is proposing to:

  • Extend site neutral payments to imaging services to ensure consumers pay the same price for the same service for imaging services whether, regardless of where they receive care.
  • Explore ways to improve hospital price transparency data and​ primary care valuation and payment to primary care physicians.
  • Improve the accuracy of Medicare physician payments by moving away from use of outdated, unreliable AMA survey data when calculating practice expenses.
  • Formally sunset the Merit-Based Incentive Payment System (MIPS) and move participating providers into the MIPS Value Pathways as the primary quality reporting framework for providers not enrolled in Advanced Alternative Payment Models.
