The City of Newport News has been recognized with a 2025 Best in Governance Award in the Trust Through Transparency category , a national honor that highlights communities committed to openness, accountability, and responsive leadership.
Newport News received the award for its innovative first-time use of the Balancing Act budget simulation tool, which gave residents the opportunity to participate directly in the city's budgeting process. Through the simulation, community members could explore spending and revenue options, share priorities, and experience first-hand the challenges of balancing a municipal budget.
The city was recognized alongside Los Angeles County Metro and Sedgwick County, Kansas, for delivering the best budget simulation experience nationwide. This distinction underscores the city's commitment to making government more accessible and transparent while strengthening trust between residents and leadership.
"This recognition belongs to the people of Newport News," said City Manager Alan Archer. "By engaging directly in the budgeting process, our residents helped shape community priorities and build shared understanding. We are proud to be honored nationally for creating meaningful opportunities for transparency and trust."
The Best in Governance Awards are determined by the Voice of the People through surveys and engagement tools conducted by Polco, including the National Community Survey™, Engagement Surveys, and Simulations. Winners are chosen based on trusted resident feedback and data-driven performance measures.
Newport News will also be celebrated at the International City/County Management Association (ICMA) Annual Conference this fall, where national champions will be announced.
