The U.S. Department of Agriculture's (USDA) Agricultural Marketing Service (AMS) today announced the publication of the 2026 Ukraine Grain Transportation report and the launch of a new data tool, the Ukraine Grain Transportation Dashboard.
Ukraine Grain Transportation Report
The 2026 Ukraine Grain Transportation report evaluates U.S. competitiveness in grain exports with those from the Black Sea region by comparing transportation costs, modal shares, landed costs, and farm prices. Published annually since 2020, the report evaluates Ukraine's grain transportation costs as a proxy for the entire Black Sea region-i.e., Kazakhstan, Russia, and Ukraine-which is a strong player in the global wheat and corn markets. USDA tracks transportation costs from the Black Sea region because these costs can affect the competitiveness of U.S. grain exports.
From 2024 to 2025, Ukrainian costs to export wheat and corn to the global markets dropped to levels that had preceded the Russia-Ukraine War. The lower costs reflected lower export volumes, which eased demand on logistics networks and helped bring down shipment costs. Also reducing transport costs, Ukraine gained more secure and efficient access to its Odesa cluster of deep-water ports-Chornomorsk, Odesa, and Pivdennyi.
Despite logistical challenges posed by the war with Russia-in 2025, Ukraine was the world's fourth-largest corn exporter, after (in declining order) the United States, Brazil, and Argentina. In the world wheat market, in 2025, Ukraine was the fifth-largest exporter, after Russia, the European Union (EU), Canada, Australia, and the United States.
Ukraine Grain Transportation Dashboard
The new Ukraine Grain Transportation Dashboard, available on the Agricultural Transportation Open Data Platform (AgTransport), provides data users the option to gain personalized insights from the annual Ukraine Grain Transportation report through interactive charts, unique visualizations and data views that are updated automatically over time and by route. In addition, customers can now easily access and download public and historical data from the report. The data provide insight on Ukraine's grain transportation costs, current export capacity challenges due to the Russian invasion, and insight on changes in Ukraine's grain transportation competitiveness in the world market.
Data visualizations show domestic rates for movements of grain by rail, barge, and truck, as well as ocean rates for export shipments of Ukrainian grain between individual origin and destination locations. The data covers select routes and regions for grain and soybean shipments from three regions in 24 provinces and represent almost all Ukraine's total wheat, corn, and soybean production.
These enhancements to the AgTransport Platform support USDA's strategic priority to protect and expand the resilience of American agriculture by strengthening the resilience of our nation's food and agricultural systems.
