NRRP steering committee meeting held at Palazzo Chigi to discuss revision proposal

A steering committee meeting for the National Recovery and Resilience Plan (NRRP) was held at Palazzo Chigi today, chaired by President of the Council of Ministers Giorgia Meloni. The meeting, convened by Minister for European Affairs, the NRRP and Cohesion Policy Tommaso Foti, was attended by the Ministers and Undersecretaries in charge as well as by representatives from ANCI [National Association of Italian Municipalities], UPI [Union of Italian Provinces] and the Conference of Regions and Autonomous Provinces. The purpose of the meeting was to examine the NRRP revision proposal implementing the European Commission's communication of 4 June, which provided the definitive roadmap for completion of the National Plans funded by the Recovery and Resilience Facility, setting the final deadlines for completion of the related reforms and investments.

The revision proposal provides for a strengthening of existing measures, a reallocation of resources for measures that cannot be implemented within the Plan's tight time frames and the use of financial instruments to incentivise strategic investments, as well as the possibility to dedicate part of the resources to the national segment of the InvestEU programme. The proposal follows intense appraisal work to check the progress of the Plan's individual measures, which involved the administrations in charge of their implementation and saw constructive dialogue with European Commission services.
More specifically, the NRRP revision proposal, which was examined today by the Steering Committee and which Minister Foti will continue to discuss in Parliament next week, is worth a total of approximately EUR 14 billion, just over 7% of the Plan's total financial resources (EUR 194.4 billion).

The revision of the NRRP, as provided for by article 21 of European Regulation 241/2021, which over these years has ensured the facility is suitably flexible, will enable the Government to update the scope to introduce policies aimed at meeting the new needs linked to a changed international economic and geopolitical context, within the public finance constraints.

As part of the work by the NRRP steering committee, as scheduled, sector-specific discussions on the Plan's revision proposal began yesterday and will continue throughout today with representatives from partner organisations. Following the Parliamentary review, the final proposal will be sent to the European Commission services, which will then proceed to verify and subsequently approve it in accordance with European regulations.
