The Quad Cities Rehabilitation Institute names CEO

August 26, 2025 - Shannon Stubbs has been appointed as chief executive officer of The Quad Cities Rehabilitation Institute. The 40-bed inpatient rehabilitation hospital is located at 653 52nd Ave. in Moline, Illinois. The hospital serves patients recovering from a life-changing illness or injury.

"I am passionate about providing high-quality rehabilitation care," said Stubbs. "It is an honor to be selected for this position and lead the incredible team at The Quad Cities Rehabilitation Institute."

Stubbs, a licensed speech-language pathologist, brings more than 25 years of health care experience to the CEO role. She has extensive experience in operations across acute, outpatient, medical practice and rehabilitation care settings. In her previous role as an operations director, Stubbs supported more than 55 providers in primary care and specialty clinics across North, Central and West Illinois.

"Shannon has proven abilities in achieving strong patient outcomes and driving operational success," said Brad Kennedy, group president of Encompass Health. "With her ability to build effective teams, The Quad Cities Rehabilitation Institute will continue delivering high-quality, compassionate care to those we serve."

Stubbs holds a bachelor's degree in communication disorders science from Eastern Illinois University and a master's degree in speech-language pathology from Indiana State University. She is a member of the American College of Healthcare Executives and the American Speech-Language-Hearing Association.

The Quad Cities Rehabilitation Institute opened to patients in 2022. The hospital is a joint venture between UnityPoint Health-Trinity and Encompass Health.
