Four Arrested at City Hall Following Council Meeting

Four people were booked into jail after a group refused to leave Portland City Hall following a council meeting.

On Wednesday, February 18, 2026, Portland Police officers from Central Precinct were notified about a planned demonstration at Portland City Hall, 1221 Southwest 4th Avenue, and a sergeant was monitoring the event. The group organizing the demonstration had been active at previous council meetings and had previously refused to leave when asked by on-site security. On January 21, 2026, a Portland Police response was required to resolve the situation (incident number 26-20438).

At 6:28 p.m., City Hall security officers called reporting that someone had crossed the dais to physically confront council members, and they requested PPB respond to assist (26-49218). There were as many as 40 people occupying council chambers, as well as 10-15 blocking the front door to the lobby. The supervisor verified that all of the participants had been notified that they were trespassing and needed to leave, but they refused.

The supervisor in charge of the call confirmed that elected officials and city staff were evacuated and safe, then requested all available officers from Central Precinct, Central Bike Squad, and North and East Precincts, drawing 20 additional officers. All precincts were placed on high-priority call response only, meaning many calls had to hold due to lack of available officers to respond. Surrounding law enforcement agencies were notified of the situation and agreed to respond to priority police calls for service in Portland.

Once resources arrived and were briefed, at least 26 PPB officers moved inside and cleared council chambers and the lobby. Most people left when contacted by police officers, but four people continued to refuse to leave and were arrested. Some even linked arms and pushed against officers.

All four were booked into the Multnomah County Detention Center:

Madison N. Del Santer, 25, of Beaverton, Oregon - 164.245 Criminal Trespass in the Second Degree

Henry J. Roloff, 26, of Beaverton, Oregon - 164.245 Criminal Trespass in the Second Degree

No injuries were reported.

"Wednesday night's events required a significant, coordinated response from across the Portland Police Bureau," Chief Bob Day said. "When resources are concentrated in one location, there is a real impact on the rest of the city. For instance, to safely resolve the situation, we had to pull officers from multiple precincts citywide. This meant that parts of Portland had limited police coverage and our staffing was reduced to responding primarily to Priority 1 and Priority 2 emergency calls. During this incident, we also depended on assistance from our regional law enforcement partners to help handle urgent calls for service. While we are grateful for that support, it underscores the importance of having a well-resourced police bureau - an expectation of all Portlanders. Lastly, we fully recognize and respect the community's right to peaceful protest. That right is fundamental. At the same time, we urge anyone choosing to demonstrate to do so responsibly and lawfully. Our goal is always to balance protecting constitutional rights with maintaining safety for the entire community. We ask community members to help us do both."
