Request for clarification on Romania's status and outlook regarding common agricultural policy external convergence

The Commissioner's repeated commitment to fairer distribution and continued external convergence under the common agricultural policy (CAP) is appreciated. Yet, based on the Commission proposals[1], the legislative context for the next CAP (2028-2034) consists of five regulations that do not seem to contain any direct references to 'external convergence'. Thus, Romanian farmers still face significant uncertainty about when full parity will be reached. They need clarity, transparency and predictability, especially in light of inflation, market shocks and increased sustainability obligations.

  • 1.Can the Commission provide the most up-to-date figure or percentage that reflects Romania's current level of direct payments per hectare relative to the EU average?
  • 2.Where exactly in the CAP post-2027 and/or the multiannual financial framework 2028-2034 proposals is the path to achieving 100 % convergence clearly defined, if at all?
  • 3.What concrete steps does the Commission foresee in order to achieve full convergence? Please include an indicative timeline of these steps in your response.
