Estonia and Finland deepen cooperation on AI transformation

A high-level delegation of officials and experts from the Estonian administration visited Helsinki on 19-20 April 2026. The aim of the visit was to deepen cooperation between Estonia and Finland, especially in the fields of artificial intelligence, digital sovereignty and the digitalisation of public administration.

The two countries also agreed to intensify cooperation on AI regulatory sandboxes as required by the EU's Artificial Intelligence Act.

The Estonian delegation was led by Secretary of State Keit Kasemets. It consisted of key experts and officials responsible for Estonian AI policy, including Team Lead of Eesti.ai Kirke Maar, AI Advisors Mari Liis Lind and Luukas Kristjan Ilves, Member of the Government AI Advisory Board Linnar Viik, Government CIO from the Estonian Ministry of Justice and Digital Affairs Lauri Luht, Project Manager from the Ministry of Justice and Digital Affairs Kristel Rillo, Chancellor of the Ministry of Economic Affairs Tiina Uudeberg and Vice Chancellor of the Ministry of Economic Affairs Sigrid Rajalo. While in Helsinki, the delegation met extensively with key AI experts and with permanent secretaries, state secretaries and public officials from the ministries.

"The aim of this visit is to deepen cooperation between Finland and Estonia on strategically important themes. With its focus on AI and digital sovereignty, the visit is part of our countries' long-term efforts to strengthen cooperation in a rapidly changing technology environment," said State Secretary Risto Artjoki.

"Strengthening our collaboration in AI is crucial at this moment. Both our countries are uniquely positioned thanks to strong data interoperability, and there are many areas where Finland and Estonia are already frontrunners, such as the development of the Agentic State and AI in education," said Secretary of State Keit Kasements.
"We have also put in place forward-looking policies that encourage adoption and experimentation across sectors. Our goal today is simple: to identify concrete, actionable projects where we can work together quickly and pragmatically to drive economic growth and create public value," Kasemets continued.
