In Loving Memory of Öcal NECMİOĞLU

Öcal was a dedicated science diplomat and a highly respected member of the Intergovernmental Oceanographic Commission (IOC) of UNESCO. Joining IOC in 2023, he was already well known within the tsunami and geoscience communities for many years, representing his nation, Türkiye, with distinction and deep commitment.

With a strong background in geophysics and a steadfast commitment to scientific integrity, he made invaluable contributions to IOC's Tsunami Resilience Section and to the broader mission of IOC. His expertise, clarity of thought, and collaborative spirit strengthened our collective work and helped advance global understanding and preparedness in tsunami risk reduction.

Yet Öcal's professional achievements tell only part of the story.

He was a rare kind of human being whose presence brought calm, trust, and warmth wherever he went. A loving father and husband, and a person of deep integrity who believed in the power of science and collaboration, Öcal embodied the values we hold most dear. His colleagues knew him as a dedicated professional, deeply respected for his kindness and reliability. His high standards and gentle humanity elevated the work of IOC and left a lasting imprint on all who had the privilege of working with him. His patience, wisdom, and generosity of spirit will continue to inspire us.

Our heartfelt condolences go to his beloved spouse, Seda, and his son, Ozan, during this unimaginably difficult time. Seda accompanied Öcal through his final moments with the same grace and resilience we so deeply admired in him.

As we mourn the loss of our dear colleague, let us honor Öcal's memory by carrying forward the values that guided him: integrity, compassion, curiosity, and a deep commitment to service.

He will be profoundly missed, but his light remains with us.
