f. Location: The unconstructed project was to be located on the at the U.S. Army Corps of Engineers' (Corps) Gathright Dam on the Jackson River, near Falling Springs, Alleghany County, Virginia. The project would have occupied federal lands under the jurisdiction of the Corps.

Cooperating Agencies: With this notice, the Commission is inviting federal, state, local, and Tribal agencies with jurisdiction and/or special expertise with respect to environmental issues affected by the proposal, that wish to cooperate in the preparation of any environmental document, if applicable, to follow the instructions for filing such requests described in item k. below. Cooperating agencies should note the Commission's policy that agencies that cooperate in the preparation of any environmental document cannot also intervene. See 94 FERC ¶ 61,076 (2001).

l. Description of Request: The licensee has been unable to reach agreement with the U.S. Army Corps of Engineers-Norfolk District on project designs. The licensee does not foresee a practical and economical way to complete the project. Therefore, the licensee proposes to surrender the project license.
